Introduction
The Clean Energy Programme under Project Urja, a CSR initiative of OIL India Ltd. initiated in association with Indian Institute of Entrepreneurship (IIE) as an implementing partner and ICCo as a technical partner commenced in February 2017. The programme is an effort to provide clean energy environment in the tea garden areas of Tinsukia and Dibrugarh districts of Assam. Under this programme, each individual households of 6 locations namely Baghjan, Dighaltarang, Thanai, Balijan, Nalini, and Mokalbari of Dibrugarh and Tinsukia districts will be distributed customised smokeless Chulha (Cook stove) within a time span of one year. Through the project, efforts will also be taken to create 10 entrepreneurs through training and capacity building smoke free clean energy chullah.
The project has the following specific aim and objective
Outreach (support and services) to 3,000 tea garden labour family.
i. Better informative beneficiary groups about clean energy practices related to cooking.
ii. Improve health of women by reducing drudgery and reduction in Kitchen Air pollution
2.Develop entrepreneurs at the local level
i. 10 entrepreneurs will be identified and capacitated to set up their businesses at local level
ii. Post sale services will be ensured through the involvement of entrepreneurs from this region
iii. Improved product efficiency and back end support will be ensured
Project Area
6 different tea gardens namely Baghjan, Dighaltarang, Thanai, Balijana, Nalini, and Mokalbari have been identified for distributing the clean energy chullah within one year.

Project Implementation Strategy
The project implementation strategy will be participatory in nature. Coordination with all the stakeholder in the project, eg OIL, Tea Estate Management, relevant Tea Association groups (like ABITA), Tea Labours/Workers and Technical team, etc. is ensured from the initial phase of the project so that the project is successfully implemented. However actual intervention strategy is drawn in consultation with tea garden management and technical support agency. Once the initial survey is conducted, the beneficiaries are selected. Since the nature of project is focused on replacement of conventional cooking practices with clean energy solutions, the behavioral skill upgradation is an important area, where series of awareness, sensitization, motivational training are conducted. However, cook stoves are designed in such a way so that a large sized tea garden worker family will be eager to accept that stove /chullah. These strategies are the soul of the project towards sustainability.
